Does anyone have the deal with Southern Californ Edison where they pay extra to get clean energy (electricity)?

I called and talked to several clueless phone center people that had no clue. I know they offered it before.

Has the oil and natural gas companies forced Edison not to offer the wind power? I could see a bribe taking place, and lobbying this as "unnecessary". If they don't allow me the option to buy electic power from green energy companies, I think they shouldn't be allowed to sell energy on the grid. Southern California has many nearby renewable energy sources (palm springs wind farms, desert solar plants). So why can't I buy the power from them?

Any thoughts? It looks like there are some solar companies and such that sell electricity credits and equipment that I could also use.
